wow its been awhile, I am excited about the possible drop from 10 to 8 members, as crazy as it sounds that 2 person drop will make it a lot easier to start new ships I think.

For those who weren't at Summit, its very simple: the chapters can participate as much or as little as they want. Its another thing to be involved with. But at the Region level, we are ISS. Thusly the new logo. Now, next year at Summit, if the Federation ships outnumber the ISS ships, the the Federation has pushed back the ISS incursion. If there are more ISS ships, then the Federation has been pushed back. I need to hear from all chapters by June 6, 2008 or your chapter will be considered Federation, but you are allowing the ISS to come in.
As I said at opening ceremonies: what does this mean to the local chapter: nothing. You might ask, then why should you do anything? That's up to you. I DO know that at the banquet and closing ceremonies we were already starting to see chapters getting geared up for ISS. Not to mention signs floating around about the 'benefits' of being ISS. Its something that the ships can do as little or as much as they want. If the entire Region goes ISS or states they are staying Federation, then the ISS has been kicked out or the Federation has been defeated. No region in Fleet is entirely ISS. There are a few chapters that are ISS. If Region 12 did go ISS, we would be the first.
You can do as much or as little as you want. But for those at Summit, the mood was good. Those who were going to be ISS and those staying. And there was a lot of good natured "tough talk" amongst the chapters. There will be fictional reports coming from R 12 HQ about what the ISS is doing. As I mentioned to a ship's captain when he was asking about writing stuff up: you can't destroy or capture a named ship in Region. Nor can you kill or capture any real members. But the Ensign Joe Redshirts, well, I feel sorry for them.
I hope this has made it a bit clearer. It is definitely going to be interesting.
