[R12-L] Update - Weather

A quick update on things here in Kansas for R-12:

Chapman wasn't wiped from the earth like greensburg, but they had significant damage to a lot of the town. (it's a bit of a bedroom community for Fort Riley, so help has been generally available to the residents)

Manhattan had some damage to businesses and buildings on the Kansas State campus, but generally not to the extent that structures completely disappeared.

In the weeks before, there have been tornados in rural areas in central kansas, but damage was isolated. 

Threats of flooding here in Topeka, but nothing like last year.

(I was scheduled for a team going to Iowa, but this all came up locally so I haven't been there to see what's going on) Technically not in Region 12, but looks like a massive problem.
