The best example is one that I used in the past.

If the Doctor Who Information Network wanted to affiliate with STARFLEET,
and we had a good partnership that we mutually decided to merge them in with
STARFLEET, they could become a department of STARFLEET.

It's not meant for external companies like the Red Roof Inn to become
departments within us.  Those are business partnerships, not affiliations.
 Affiliations are with other similar fan organizations.
