There is an option for combining the senatorial AND representative models:
 
1)      Each region is guaranteed 1 member on the AB, regardless of
size/membership/# of chapters, PLUS
2)      1 additional member on the board for each "x" number of members
residing in the region.
 
Forget "reapportionment", leave things as they are.

Let me draw this allegory......

The real life cry in recent years here in the states for a Constitutional
ban on flag burning. Was there a sudden outbreak of flag burning? Were there
wild packs of people running through the streets burning flags? No. 

Really? When was the last time a reapportionment was done? The last one I
remember was in New England.....YEARS AGO! Where is the pressing need for
this change? If a region feels it is getting adequate
representation....OK...good. Leave well enough alone. We can easily spell
out, in the MHB, a request process; either through the region itself, the
CS, EC, AB etc. 

The theme I see here is worrying about adequate/proportional/balanced
representation to the AB. Let remember we're talking about representation to
a fan club and not the congress or parliament.

I disagree, Jack.
 
I personally think that it's something worth giving some thought to.  If it
levels the playing field somewhat, then how is it a bad thing?
