[Bylaws-l] Fwd: Minimum number of members?

Yes, but some RCs (who are sitting at 29 chapters or 480 members) aren't
going to be as motivated to recruit new members/chapters, if everyone's
happy together and don't want to split up into two separate regions.
They're the ones (along with former RCs of that region) who worked hard to
get to that point, so why take that away from them? You're essentially
taking away the results of their efforts.
Another point to consider. What if the division wouldn't make it possible?
Like all of the chapters are in one particular state. Say Texas or Alaska
(just because they're the largest states). What if one of them get 45
chapters? How will a single state be divided? Past practice (and current
rules) say that a particular State/Province can't be split up into two
different regions.
This has also been brought up on the FLEET lists before, and was just
recently again, but how about a House of Reps in STARFLEET? Instead of
having one AB member having more than one vote, what about a body (who's
function is essentially similar) for voting for the number of members? Like
Region 1 has 800 members, so they have 8 reps. Region 13 has 72, so we get
one. Each region will have a minimum of one rep on the House of Reps side,
and everyone has 1 on the AB (like the US Senate).
These same arguments were raised over 230 years ago when the US Constitution
was being written. I'm not sure what the solution should be, I'm just
throwing ideas around and thinking about it more myself. The one opinion I
am beginning to form is that I don't know that we should be limiting a
regions size, even though I initially thought it was a good idea.
Diamonds in the rough could exist everywhere, in any region of any size. If
they don't put their name forward or say that they want to serve on a
regional role, that's all them. There could even be some in R13, for all I
know from my perspective. I guess I'm not understanding the problem, and
the rationale behind wanting to change the system. What about it is not
working? Are members of larger regions being turned away when applying for
regional positions? If so, I wish I had that problem. Is it because people
are jealous or envious of the size of larger regions? Is it because they
feel they're not being represented fairly with only one RC on the AB
representing them? If I knew the specific problem(s) it would help me out a
lot when I'm giving this consideration.
Thanks,
Joe

Well, then we're starting to get towards more of a House of Representatives
than we are a Senate (as we're setup now). If we want to lean towards that
way, how about a RC having one vote per 100 members? Still have one AB
member/RC per region, but if a region has 800 members they have 8 votes. A
region from 10-100 members would still have 1 vote. I'm not sure if I think
this is a good idea or not yet, but just throwing it out there.
I'm personally in favor of a 1 RC, 1 vote system, but that's just my
opinion.
I've been giving some consideration about the arguments that have been on
the official FLEET-list (I don't remember who originally mentioned this but
that's where it was mentioned). That it would hinder a region, and
STARFLEET overall, because regions are encouraged to grow in terms of the
number of members and chapters. Wouldn't we be punishing those who are good
at recruiting if we essentially say to them that they're getting too large,
so wouldn't we be punishing them for being so successful in their recruiting
efforts?
Well, like I said, I don't see it as a punishment, I see it as giving more
people a chance to be involved.
In the 800'ish people who make up Region 1, there's got to be more than just
the 20-30 people who have skills and talent who are just waiting to be
showcased. There are always diamonds in the rough out there, they just need
a chance to be put on display and shine.
