The first part of the proposal is fine.

I still see no need to go into reapportionment more than a request for such;
no minimums/limits for region size unless otherwise requested by the
membership. This could also be done as a request from the CS, EC or AB but
with the voted approval of the region(s) involved.

Arbitrary reapportionment will be nothing more than another millstone around
this organization's neck which does nothing but invite arguments. We're
thinking waaaaaaaaaay to much about this one.
