This is where I continue to have issues. This argument of "fair number of
members who don't have computer access."

1) Do we really know what those numbers are or is this just anecdotal
information?

2) Does that mean we should continue to support a process that is less
efficient and less time-responsive in order to keep (what I suspect is) a
MINORITY of the membership happy to the exclusion of (what I suspect is) the
MAJORITY of the membership?

3) Can we not look toward moving forward on electronic- while still
employing a "paper solution" for the luddites that they would need to "opt
in" on specifically with Comp-Ops?

In NC, voting this way is called voting via Delegates, where the CO/XO
would act as a delegate.  But, you still have to accommodate those who
are not on a chapter; otherwise, it's not representing all the members.
