Yes, I think the RC should be the representative to the Board of Directors as it is now. If we are seriously looking at some split of mthe duties I tyhink we should look at using the "sector chief" idea that R1 and a few others use for the various states that have more than one chapter. All of the Sector Chiefs would report to the RC who oversees the region. It would help releive the RC of some admin duties, but keep them overall responsible for the Region as a whole. Maybe do it like the SFMC does with the Brigade and Battalion setup-if the RC feels it useful and beneficial, they can activate the Sectors and appoint staff to help administer that level and make things a little easier and more responsive tot he memebrship. I am not opposed to splitting the duties as outlined by dave, but I just don't see it as absolutely necessary.
As for size of regions, I would be fine with Dave's idea of a Member Strength definition rather than Chapter Number definition. In some ways it might be better as we are then working to make sure every memeber has about the same relative strength of representation at the International Level.
I agree that the idea and concepts of AB 99-01 be included in nthe MHB. I would like to see us include as much of the previous AB Resolutions a s possible in the new MHB. Simply because there was a need for them in the past and there may be a need for them in the future.
The last bit about Regions with only chapters in training is the way it is now. If we want to change it 9and I think we maybe should) to give every active chapter a voice, then let's do it.

Ø The Organization shall have a Board of Directors.
Ø The Board of Directors will be composed of one member from each Geographic Region of the Organization
Is this a suggestion that a Regional Coordinator will also be a member of the Board of Directors, similar to what we have right now?
I'm sure most of you have seen it, but there was a significant discussion on one or more of the STARFLEET lists about splitting the positions into two - one specifically for the Board of Directors, one specifically for governing the regions.
The best example I can give for that is that the AB members would be similar to a Senator or Congressman, while the RC would be a Governor, or something of the like.
Or am I mistaking how the U.S. government presently works?
Ø Regions shall be composed of no less than 1 Chapter and no more than 30 Chapters
Ø If a Region grows to be more than 30 Chapters and holds that strength for at least one full year, the Board of Directors shall take steps to create a new Region as needed.
This is where I'm wondering if we might do something else instead.
What my thoughts were on this was limiting the size of a region to something like 400-500 people before a split is required.
Ø Chapters and members in the Regions of Starfleet may petition the Board of Directors to create new Regions as outlined in the Membership Handbook.
That section of the MHB should include the process established in AB99-01 or something similar.
That brings up a slightly different topic, but are we working on the basis that these new bylaws and MHB will supersede any old resolutions that may have been approved by the AB in the past?
Ø Regions with Chapters in Training and no full chapters are not entitled to a representative on the Board of Directors.
I'm not sure about this one... it gives me a bit of an uneasy feeling that I don't quite know how to put into words.
